The Environmental Management Fund (EMF), established as part of the Trust’s resource consent obligations, enables landowners, shareholders, schools, and community groups to restore ecosystems and establish lasting native habitats.
Central Plains Water Limited (CPWL) shareholders contribute to environmental outcomes through annual levies that support three key funds:
- The CPWT Environmental Management Fund (EMF)
- The Te Waihora Environmental Management Fund (TWEMF)
- Contributions toward the annual openings of Te Waihora, Lake Ellesmere
Together, these funds enable projects that restore wetlands, establish biodiversity corridors, and support the environmental health of the entire catchment, a CPWL commitment that flows from the mountains to the sea, ki uta ki tai.

The Te Waihora Environmental Management Fund (TWEMF) and Te Waihora Sea Openings Fund support habitat restoration and the critical practice of managing lake openings to sustain ecological balance. These initiatives are also funded through CPWL shareholder levies.
Lake Ellesmere / Te Waihora, a coastal taonga fed by the Selwyn River, lowland streams and groundwater, holds international recognition for its ecological and cultural significance.
Together, these funds reflect a shared, long-term commitment to the care of this unique landscape, investing in the land, water and life that define Selwyn Waihora.
